Terms of Service

By accessing or using the TRACER platform ("Service"), operated by TRAFFIXORA OÜ (registry code 17543319), Maakri tn 19/1, 10145 Tallinn, Estonia ("Company", "we", "us"), you agree to be bound by these Terms of Service. If you do not agree, do not use the Service.

You must be at least 18 years old (or the age of majority in your jurisdiction) to use TRACER. By creating an account, you represent that you meet this requirement and that the information you provide is accurate.

If you use TRACER on behalf of a company, club or other organisation, you confirm that you are authorised to do so and the contract is with that organisation. Rights that the law gives only to consumers apply only where you are acting as a consumer.

You can sign in with Steam (Steam OpenID) or with a one-time code sent to your email. You are responsible for keeping your Steam account and email inbox secure. We do not store your Steam credentials. Buying skins requires a linked Steam account and trade URL, because items are delivered as Steam trades. Your TRACER account cannot be transferred.

Items in the catalogue are listed by third-party sellers on TM Market (market.csgo.com). When you check out, we buy the item on TM Market for you and pass it your Steam trade URL; the seller then sends the item directly to your Steam account. We never hold the item. Skin prices are listed in US dollars (USD), checked on our server at checkout and debited from your wallet. Delivery depends on the seller and can take up to 7 days, because Steam holds newly traded items. If the purchase cannot be placed, or the seller never completes the trade, the price of that item is automatically returned to your TRACER wallet. Items listed by other TRACER users are delivered from our custody account instead and follow the same refund rule.

The TRACER wallet holds a prepaid balance, kept in US dollars because the catalogue is priced in US dollars. You pay for a top-up in the currency you choose — euro (EUR) or US dollar (USD). A euro top-up is converted into your US-dollar balance at the day's European Central Bank reference rate, which is shown to you before you pay. A custom top-up can be from €1 to €20,000 (or the US-dollar equivalent). Card top-ups are not live yet: our card payment provider is still being set up, and no card is charged on TRACER today. Credits you top up are used to buy items on the platform and are not redeemable for cash except where required by law. Separately, when you sell your own items through the platform (see "Selling your items & seller payouts"), the proceeds are added to your wallet as a withdrawable balance that you may pay out to yourself, subject to identity verification (KYC). Refunds for failed purchase transactions are credited back to your wallet.

Registered users may list their own in-game items for sale through the platform, which acts solely as an intermediary between seller and buyer. When your listed item sells, you receive the sale price less a platform commission of 10%, credited to your wallet; it becomes a withdrawable balance 3 days after the sale. You must accept the trade offer that moves a listed item into our custody within 48 hours, or the listing is cancelled. To withdraw funds you must complete identity verification (KYC): your full legal name, a valid government-issued identity document (e.g. passport), your residential address, and your bank details (account holder name, IBAN, BIC and bank country). Your identity document is stored privately and can be viewed only by authorised staff reviewers; it is never published at a public address. Payouts are made only by manual bank transfer to an IBAN account held in your own name — we do not pay out to cards, PayPal, Wise, cryptocurrency or any other method. Withdrawal requests are reviewed by our staff and must be approved before any payout is released. We may request additional documents and may refuse, suspend or reverse a payout where verification is incomplete or where we reasonably suspect fraud, money laundering, or a breach of these Terms. Payouts are made only to the verified account holder.

Selling is also governed by our Seller Terms, which you accept when you register as a seller. They set out these rules in full, including disputes, reversals and chargebacks.

We do not provide the Service to persons located in, or ordinarily resident in, Russia, Belarus, Iran, North Korea, Syria or Cuba. Connections from those six countries are refused on every page, we do not open accounts for email addresses registered there, and we do not accept a card billing address or pay out to a bank account there. You may not use the Service if you are named on an EU, UN or US sanctions list or act on behalf of someone who is. We apply anti-money-laundering controls: we may ask for information about you or your transactions, and we may refuse, freeze or report a transaction or payout where the law requires it or where we reasonably suspect money laundering, fraud or sanctions evasion.

You may not: use the Service for money laundering or fraud; attempt to manipulate prices; create multiple accounts; use automated bots to interact with the Service; or engage in any activity that violates applicable law.

All TRACER branding, design, and code are owned by TRAFFIXORA OÜ. Counter-Strike 2 (CS2) is a trademark of Valve Corporation. Steam and the Steam logo are trademarks of Valve Corporation. TRACER is not affiliated with or endorsed by Valve.

To the maximum extent permitted by law, TRACER's liability for any claim arising from your use of the Service is limited to the amount you paid to TRACER in the 12 months preceding the claim. We are not liable for any indirect, incidental, or consequential damages.

We may update these terms at any time. Continued use of the Service after changes constitutes acceptance. Material changes will be communicated via email or on-site notification at least 14 days before taking effect.

These terms are governed by the laws of the Republic of Estonia. Disputes shall be resolved in the courts of Estonia (Harju County Court, Harju Maakohus). If you are a consumer, this does not take away the protection of the mandatory consumer laws of your country of residence, and you may also bring a claim in the courts there.
